Councils need to plan ahead, for reasons of procurement, service development, compliance, environmental and cost management. The policy uncertainty doesn't help. Experience of developing four recent Resource and Waste Strategies will be brought to this presentation, setting out both the challenges and the strategic solutions agreed by Councils.
